технические руководства МОК
Технические руководства определяют подробные технические обязанности оргкомитетов Олимпийских игр. Эти документы содержат информацию о планировании, процедурах и процессах, а также проверенную практику, относящуюся к той или иной функции организации Игр. Они могут также содержать информацию, ориентированную на клиентов или Олимпийские объекты, относящуюся к данной функции. При необходимости в Технические руководства вносятся изменения после проведения каждых Игр. Существенные изменения и их содержание должны быть утверждены не позднее чем в течение 6 месяцев после проведения Игр. Технические руководства тесно связаны с другими основными документами МОК, такими, как Контракт о городе-организаторе и Олимпийская хартия.

IOC technical manuals (TM)
Technical Manuals provide detailed technical obligations for the Olympic Games organizing committees. These documents contain planning information, procedures and processes, as well as proven practices regarding a function of the Games organization. They may also contain client or venue oriented information relevant to the function. Technical Manuals are modified when necessary after each edition of the Games. Substantial changes to their content should be approved no later than 6 months after the Games. Technical Manuals relate closely to other key IOC documents, such as the Host City Contract and the Olympic Charter.

15 Equestrianism
Equestrianism or Equitation has an ancient tradition in Portugal. Although today this sport of horseback riding, which is related to the art and science of horse breeding, is a peaceful activity, for centuries Portugal's use of the horse in cavalry was closely associated with war. Beginning in the 18th century, the activity became connected to bull- fighting. In war, the Portuguese used horse cavalry longer than most other European nations. While most armies gave up the horse for mechanized cavalry or tanks after World War I, Portugal was reluctant to change this tradition. Oddly, Portugal used a specialized form of cavalry in combat as late as 1969-1971, in Angola, a colony of Portugal until 1975. Portugal's army in Angola, engaged in a war with Angolan nationalist forces, employed the so-called "Dragoons," a specialized cavalry in rural areas, until 1971, a case perhaps of the last use of cavalry in modern warfare.Soccer, or futebol, is Portugal's favorite mass sport today, but equestrianism retains a special place in sports as a now democratized, if somewhat elite, sport for both Portuguese and visiting foreign riders. As of 1900, equestrianism was still the sport of royalty and aristocracy, but in the 21st century persons from all classes and groups enjoy it. The sport now features the unique Lusitano breed of horse, which evolved from earlier breeds of Iberian ponies and horses. Touring equestrianism recently has become an activity of niche tourism, and it is complemented by international competitive riding. Following the early 20th century, when the Olympics were revived, Portuguese competitors have excelled not only in sailing, field hockey on roller-skates, rowing, and marksmanship, but also in equestrianism. Notable Portuguese riders were medal winners in summer Olympics such as those of 1948 and 1988. This sport is engaged in primarily if not exclusively in regions with a history of horse breeding, riding, and cattle herding, in Ribatejo and Alentejo provinces, and has featured career military participants.Portuguese equestrianism, including the use of horses in bull-fighting, hunting, and other forms of sport, as well as in horse cavalry in war, was long associated with the lifestyles of royalty and the nobility. The use of traditional, Baroque riding gear and garb in competitive riding, instruction, and bull-fighting reflects such a tradition. Riders in bull-fighting or in exhibitions wear 18th-century male costumes that include a tricornered hat, long frock coats, breeches, stockings, and buckled shoes. The Ribatejo "cowboy" or riding herder wears the regional costume of a green and red cap, red tunic, white breeches and stockings, Portuguese bridles, and chaps sometimes made of olive leaves.Although their prestigious classical riding academy remains less well known than the famous Spanish Riding School of Vienna, Portugal has preserved the ancient tradition of a classical riding school in its Royal School of Portuguese Equestrian Arts, at Queluz, not far from the National Palace of Queluz, a miniature Portuguese Versailles, with a hall of mirrors, tiled garden, and canal. One of the great riding masters and trainers was the late Nuno Oliveira (1925-89), whose work generated a worldwide network of students and followers and who published classic riding manuals. Oliveira's widely admired method of instruction was to bring about a perfect harmony of action between horse and rider, an inspiration to new generations of riders. -

SUBJECT AREA: Ports and shipping[br]b. 6 June 1870 London, Englandd. 29 March 1965 Epsom, Surrey, England[br]English inventor of breathing, diving and escape apparatus.[br]Davis was the son of a detective with the City of London police. At the age of 11 he entered the employment of Siebe, Gorman \& Co., manufacturers of diving and other safety equipment since 1819, at their Lambeth works. By good fortune, his neat handwriting attracted the notice of Mr Gorman and he was transferred to work in the office. He studied hard after working hours and rose steadily in the firm. In his twenties he was promoted to Assistant Manager, then General Manager, Managing Director and finally Governing Director. He retired in 1960, having been made Life President the previous year, and continued to attend the office regularly until May 1964.Davis's entire career was devoted to research and development in the firm's special field. In 1906 he perfected the first practicable oxygen-breathing apparatus for use in mine rescue; it was widely adopted and with modifications was still in use in the 1990s. With Professor Leonard Hill he designed a deep-sea diving-bell incorporating a decompression chamber. He also invented an oxygen-breathing apparatus and heated apparel for airmen flying at high altitudes.Immediately after the first German gas attacks on the Western Front in April 1915, Davis devised a respirator, known as the stocking skene or veil mask. He quickly organized the mass manufacture of this device, roping in members of his family and placing the work in the homes of Lambeth: within 48 hours the first consignment was being sent off to France.He was a member of the Admiralty Deep Sea Diving Committee, which in 1933 completed tables for the safe ascent of divers with oxygen from a depth of 300 ft (91 m). They were compiled by Davis in conjunction with Professors J.B.S.Haldane and Leonard Hill and Captain G.C.Damant, the Royal Navy's leading diving expert. With revisions these tables have been used by the Navy ever since. Davis's best-known invention was first used in 1929: the Davis Submarine Escape Apparatus. It became standard equipment on submarines until it was replaced by the Built-in Breathing System, which the firm began manufacturing in 1951.The firm's works were bombed during the Second World War and were re-established at Chessington, Surrey. The extensive research facilities there were placed at the disposal of the Royal Navy and the Admiralty Experimental Diving Unit. Davis worked with Haldane and Hill on problems of the underwater physiology of working divers. A number of inventions issued from Chessington, such as the human torpedo, midget submarine and human minesweeper. IOC roles during Games time
During the Games time the IOC has a number of roles as follows:
• with the assistance and involvement of all Games partners, ensures the success of the Games for all clients through operational planning and delivery
• ensures the quality, values and success of the Games are sustained, and the general expectations of Olympic Movement entities are fulfilled
• ensures that the benefit of each Games includes the promotion of Olympic principles
• resolves any issues and operational difficulties through assistance, coordination, facilitation and arbitration, where necessary
• makes decisions on all matters prescribed by the Olympic Charter, Host City Contract, Technical Manuals or other IOC official guidelines which affect the Games
• leads or coordinates response to specific problems and situations which affect the Games, as required; and
• provides appropriate communications with all clients, media and the public.
